Energy Laws, Requirements & Information

TVA along with all other Federal Agencies is required by law (EPAct92 and EPAct05) and Presidential Executive Order (E.O.) 13423 to reduce energy use in its standard and industrial/laboratory buildings. Specifically TVA must:

  1. Cut energy use (Btus/sf/year) 3% per year from FY 2006 to FY 2015 with a base year of FY2003 in its "Standard and Industrial" facilities.
  2. Install meters on all its applicable facilities where practicable by October 1, 2012.

  3. Plan for and include specifications for energy efficient (Energy Star or FEMP designated products). These products are to be utilized when they are life-cycle cost effective and available.
  4. Purchase premium efficient electric motors (1-500 HP).
  5. Design its new buildings to perform 30% better than the ASHRAE 90.1 or the 2004 International Energy Conservation Code, if life-cycle cost effective.

  6. Not use less than 3% renewable energy by FY 2007, 5% by FY 2010 and 7.5% by FY 2013 for its total consumed energy. At least half of the renewable energy used must come from new sources (placed in service after January 1, 1999). Renewable energy produced and used on federal property can be doubled. Hydro modifications (HMOD) can count as renewable provided it is a “new source”.

TVA Agency Wide "Internal Energy Efficiency Process" - incorporates energy efficiency, water efficiency, and sustainability into its buildings and operations.

TVA "Resource Efficient Building Design Process" - incorporates energy efficiency, water efficiency, and sustainability into its managed building renovation and new construction.
