Measurement Manual
The measurement manual includes detailed information about the measurement and inspection requirements for the Tennessee Valley Authority’s (TVA) Commercial Efficiency Advice and Incentive Program, as well as guidance for Trade Allies on how to prepare and execute appropriate Measurement activities. These requirements illustrated in the manual are specific to Retrofit projects. (Revised April 2010)
Business Incentive Application Package
The Business Incentive Application Package includes pre and post measurement forms required for all jobs. The participant must complete this application for all jobs prior to installation and should be filled out by the Customer and the Trade Ally. Once the application is completed it must be returned to your local Power Distributor for processing. The project should not be installed until the application is processed, your local Power Distributor will contact you once the application is approved.

Sample Initial Energy Assessment
The initial energy assessment is the main gateway into the Commercial Efficiency Advice and Incentive Program Pilot and contains more than 60 building types with energy use characteristics based on ASHRAE standards. This is the lowest level of engineering energy analysis offered in the advice part of this program. The online assessment does not require a facility site inspection and can be completed in about 30 minutes.

The Initial Energy Assessment Questionnaire is used to obtain facility information needed to evaluate energy savings opportunities.
Survey Forms
The survey forms listed are required to be filled out for both pre and post measurement. The forms are designed to document existing and proposed equipment replacements and to calculate the savings associated with the proposed retrofit equipment. All energy efficiency retrofit equipment shall be included on these forms to be considered for an incentive. (Revised 10/09)
Retrofit
Lighting Survey Form (Revised 1/10)
The Trade Ally conducts a pre and post installation
equipment survey and records the results on the Retrofit Lighting Survey
Form. This form must be submitted
as part of the Participant Application.
Scheduled
Hours Spreadsheet (Revised 10/09)
Use the scheduled hours spreadsheet
when using documented operating schedules provided for a facility. Documentation
and proof will be required to establish the operating hours. Examples
of the same may include – school system schedules, advertised schedules
for business, Energy Management system logs, control sequence, etc.
Cooling Equipment Forms
The Trade Ally conducts a pre and post installation equipment survey and records the results in the appropriate TVA Cooling Equipment form. The type of equipment proposed determines which form(s) must be completed. See the list below. The appropriate Retrofit Cooling Equipment form must be submitted as part of the Participant Application.

Other Measurement Forms (Applicable only to participants of State of Tennessee Energy Efficient Schools Initiative)
TVA provides pre and post measurement review for the State of Tennessee in support of the Energy Efficient Schools Initiative. Measures other than Lighting and HVAC are not covered by the Commercial Efficiency Advice and Incentive Program, but are reviewed by TVA as part of this support. All HVAC and Lighting projects submitted to the Energy Efficient Schools Initiative should use Lighting Survey Forms and Cooling Equipment Forms also listed on this page. The Trade Ally conducts a pre and post installation equipment survey and records the results in the appropriate TVA Equipment form. See the list below.
