Black Eagle Minerals Terminal Expansion
Colbert County, Alabama
On April 2, 2009, TVA issued a finding of no significant impact (FONSI) on a proposal by Black Eagle Minerals to expand its barge terminal at Pride Landing on Pickwick Reservoir. The project site is located just downstream of the mouth of Dry Creek at Tennessee River Mile 247.5, left bank, in Colbert County, Alabama. The purpose of this project is to enlarge the existing dock and stockpile area in order to handle an anticipated increase in shipping from future industrial growth in the area. A 1-acre area of reservoir bottom between existing barge mooring cells would be enclosed with metal sheet pilings and filled with 33,619 cubic yards of material to construct a barge loading platform.
Because the proposed action involves the construction of obstructions, potential effects on navigation, and discharge of fill material in waters of the United States, approvals are required by TVA under Section 26a of the TVA Act, and the Department of the Army under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. The U.S. Army Corps of Engineers has prepared an environmental assessment (EA) of the proposed action, and TVA was a cooperating agency in the preparation of the EA. The EA and FONSI are presented below.
