Sugar Hollow Business Complex Easement

On June 8, 2007, TVA issued a Final Environmental Assessment (FEA) and Finding of No Significant Impact for the Sugar Hollow Business Complex Easement. These documents address the anticipated environmental impacts of TVA’s proposal to grant an easement and Section 26a permit to the City of Bristol, Virginia for the development of the Sugar Hollow Business Complex.

Bristol is developing the new business park complex on land it bought from TVA for industrial use in the mid-1990s. The business complex would be occupied by clean, nonindustrial facilities and offer a nontraditional setting and amenities. The site is presently zoned for agricultural use and the City would rezone it to only allow low impact businesses. In order to provide road access to the complex, Bristol has requested a general purpose easement over land owned by TVA. The access road would be located TVA’s Beaver Creek Dam Reservation, a portion of which is already under permanent recreational easement to Bristol for Sugar Hollow Park. The proposed access road would also cross Beaver Creek a short distance downstream of Beaver Creek Dam and require approval by TVA under Section 26a of the TVA Act.

TVA issued a Draft Environmental Assessment of this proposal for public review in April, 2007. The FEA incorporates and addresses the comments received during the public review.
