Tims Ford Reservoir Land Management and Disposition Plan

On August 29, 2000, the TVA Board of Directors adopted a new Land Management and Disposition Plan for Tims Ford Reservoir lands. The Plan was jointly prepared by TVA and the Tennessee Department of Environment and Conservation (TDEC), and describes the future uses of 1,854 acres of land owned and managed by TVA and 4,599 acres of land owned and managed by TDEC.
TDEC is using the Plan to implement Tennessee Public Chapter 816 of the 1996 Acts of the Tennessee General Assembly. TVA is using the plan to guide land use approvals, private water use facility permitting, and resource management decisions on Tims Ford Reservoir. The Plan allocates land into broad categories as follows: 37 percent to natural resource conservation, 25 percent to recreation, 24 percent to residential development, 9 percent to sensitive resource management, 4 percent to project operations, and 1 percent to industrial/commercial development. The Plan also establishes a Conservation Partnership zone on less than 1 percent of the land. The primary objective of this zone is to establish a wider shoreline buffer zone by fostering shoreline protection partnerships with adjacent property owners. In return, for conservation partnership easements granted by adjacent private property owners, TVA would consider requests for limited community water use facilities. Approximately 2,215 acres of land currently committed to a specific use through previous land transfers, leases, and contracts continues to be allocated to that use.
The Plan was the subject of an environmental impact statement (EIS) prepared by TVA in partnership with TDEC. In addition to the Balanced Land Development and Conservation Partnership Alternative chosen for implementation by TVA, the EIS addressed the No Action Alternative, Balanced Land Development and Conservation, Maximum Land Development, and Maximum Land Conservation.
