Developing Web Sites
WHAT
This Practice applies to all Web sites that support TVA business processes, projects, or programs that can be viewed by the public via the World Wide Web (www.tva.gov). This includes all applications and publications contained within a site, and applies regardless of whether the site contains security restrictions, is hosted on TVA equipment, or is located externally to TVA. This also applies regardless of whether the site has a TVA identifying mark or logo.
WHO
- All TVA organizations and business units including all employees and contractors.
WHY
This practice helps TVA use Web technology to accomplish TVA's Web strategies and objectives, to comply with federal law regarding government-based Web sites, to maintain a consistent corporate image, to maximize return on investment for Web resources, and to address security and business risk issues.
HOW
TVA business units engaged in InsideNet or Internet sites shall conform to the provisions of the TVA Web Development Procedure. Internet (public), Extranet, InsideNet (intranet), and Workgroup sites are subject to different levels of control.
Internet Sites:
- The TVA Web Development Steering Committee governs the strategy for the TVA Internet site (www.tva.gov). Organizations may not purchase domains or develop Internet sites without prior approval from a TVA Web Development Steering Committee member.
- Internet sites must support the TVA Web objective to communicate to stakeholders about issues of importance to TVA and/or to create opportunities for TVA to increase business efficiencies with its business partners and customers.
- TVA's Corporate Communications governs the development of content for TVA Internet sites.
Extranet, InsideNet and Workgroup Sites:
- Individual business units manage and control content. Each major business unit has a member of the Business Unit Web Contact Team who provides local guidance for business units.
- TVA Information Services provides technical expertise in operating systems and applications development and will assist the business units in the technical implementation of Web applications and ensure that appropriate access control and security measures have been implemented. (TVA must comply with federal law, maintain security, and protect its business interests; therefore, all InsideNet sites are subject to review and audit.)
- Sites shall conform to the provisions of the TVA Web Development Procedure, which contains instructions and compliance checklists for Web development and publishing.

Internet Site Executive Sponsor
- Vice President, Corporate Communications
- Has working responsibility for the TVA Internet site
Web Development Steering Committee
- Appointed by the TVA Executive Committee
- Establishes strategy and direction for the TVA Internet site
- Approves the development of all Internet sites
Business Unit Web Contact Team
- Consists of business unit contacts appointed by TVA Executive Committee
- Provides input to Web practices and procedures
- Provides advice and assistance in the development of the TVA Web strategy
- Ensures that Web information published within TVA organizations complies with the TVA Web Development Procedure
TVA Executive Committee
- Appoints the Web Development Steering Committee
- Appoints the Business Unit Web Contact Team
- Delegates responsibility for approval of Web site as appropriate
Information Services
- Procures and manages all domain-name services for TVA Internet site users
- Programs and posts approved materials to Web sites
- Develops and approves external Web computer applications
- Develops technical and security compliance guidelines for the TVA Web Development Procedure
- Installs, operates, and maintains the on-site Internet servers
- Operates the security systems for Extranet applications
Corporate Communications
- Develops, edits, approves, and manages the content of TVA Internet sites (www.tva.gov). Content must meet strategic objectives
- Develops compliance guidelines for the TVA Web Development Procedure in order to maintain a consistent corporate image and message
- Provides editorial and design assistance upon request for the development and updating of Web sites
- Assists Web Development Steering Committee in developing Internet strategies and objectives
- Implements strategy to meet objectives
