Tobacco Cessation Policy

WHAT

TVA is committed to ensuring a safe and healthful work environment for all employees. In support of this commitment, TVA prohibits smoking of any tobacco product without exception as follows:

  • In all TVA-owned or -leased buildings or facilities.
  • In all TVA-owned or -leased (rented) vehicles.
  • At all TVA-sponsored functions that occur in enclosed spaces where TVA has jurisdiction (does not include hotels, conference centers, etc.).
  • In certain designated outdoor areas identified as Smoke-Free Zones.

Time will not be made available to allow employees to leave the workplace in order to smoke. Employees should not abuse rest periods.

TVA is also committed to assisting employees in achieving healthy lifestyles. In support of this commitment, TVA is offering a tobacco cessation reimbursement program.


WHO

The non-smoking facility and vehicle policy applies to all employees, contract workers, and visitors.

The reimbursement policy applies to all employees and their dependents and retirees and their dependents. Dependents and retirees must be a member of a TVA-sponsored medical plan.


WHY

TVA recognizes the health hazards of firsthand and secondhand smoke and smokeless tobacco use in the workplace and in the home. Supporting tobacco cessation will help to:

  • Decrease health care costs.
  • Increase productivity.
  • Reduce maintenance costs.
  • Eliminate fire and health hazards.

TVA initially implemented a smoking policy in May 1989. The policy prohibited smoking in TVA-owned or -leased transportation equipment and in all enclosed TVA facilities except for large open spaces in powerhouses, large shops, and powerhouse control rooms. The 1989 policy was expanded on October 1, 1994, to prohibit smoking in all large open spaces in powerhouses, large shops, powerhouse control rooms, and at all TVA-sponsored functions that occur in enclosed spaces. The 1994 policy was expanded on October 18, 1999 , to designate certain outdoor areas as smoke-free zones. In March of 2001 the process for approval of smoking cessation products and services was revised. Effective January 2007 the policy is revised to include retirees and eligible dependents of employees and retirees as eligible participants under the TVA-sponsored tobacco cessation program. Dependents and retirees must be a member of a TVA-sponsored medical plan.


HOW

Implementation
Supervisors are responsible for ensuring TVA has a smoke-free workplace.

Tobacco Cessation Programs/Options
To help all employees, retirees, and dependents of employees or retirees who smoke or use smokeless tobacco adjust to a smoke-free workplace and to promote healthier lifestyles:

  • TVA provides reimbursement for all employees, retirees and dependents of employees or retirees who participate in approved tobacco cessation programs or use approved tobacco cessation aids offered outside TVA, such as medication for tobacco cessation.
  • The programs and aids must be approved by TVA's Program Manager, Healthcare Consumerism and Education. Approved tobacco cessation aids include, but are not limited to:
    •  Zyban/Wellbutrin
    •  Chantix
    •  Nicotine Inhalers
    •  Nicotine Patches
    •  Nicotine Gum.
  • TVA's Employee Assistance Program provides short-term, confidential counseling on coping with nicotine addictive behaviors.
  • TVA absorbs the cost of the tobacco cessation programs as part of its ongoing effort to maintain a safe and healthful work environment for TVA employees and to promote healthier lifestyles of employees and retirees and their dependents.

Smoke Free Zones

In conjunction with Executive Order 13058 of August 9, 1997, Protecting Federal Employees and the Public from Exposure to Tobacco Smoke in the Federal Workplace, the prohibitions against smoking will include certain designated outdoor areas identified by TVA's Facilities Management (Chattanooga, Knoxville, and Muscle Shoals) or the responsible plant manager (nuclear, fossil and hydro plants).

To the fullest extent possible:

  • A designated Smoke-Free Zone will be centered at each primary entrance to any TVA-owned or -leased building and will be the maximum exterior area bounded by a 50-foot radius.
  • Each TVA-owned or -leased building shall be provided with a minimum of one entrance with an exterior Smoke-Free Zone that is handicap accessible.

Signage at each location will be used as appropriate to identify each Smoke-Free Zone

Violation Policy
Employees who violate this policy are subject to current disciplinary practices http://insidenet.tva.gov/emprel/policy/erm/empdis01.htm . In most situations, they will receive a verbal warning for the first offense, a written warning for the second offense, a suspension for the third offense, and termination for a fourth offense.


ROLES

Employees, Retirees and Dependents

  • Comply with the smoke-free zones.
  • Complete TVA Form 11572 for reimbursement of fees for tobacco cessation programs and aids offered outside TVA.
  • Retirees must also fill out Form 17236.

Supervisors

  • Ensure smoke-free zones are enforced.
  • Answer employee questions related to the smoke-free zones and the tobacco cessation programs/options.

Human Resource Representatives

  • Answer questions from supervisors and employees on the smoke free zones and the tobacco cessation programs/options.
  • Coordinate with Employee Benefits to approve reimbursement requests if the employee requests assistance.

Program Manager, Healthcare Consumerism and Education

  • Provide guidelines for approval of outside tobacco cessation programs or aids.
  • Approve reimbursement of fees for employees, retirees, and/or eligible dependents who participate in approved tobacco cessation programs or aids offered outside of TVA.

Employee Assistance Program

  • Provide short-term, confidential counseling if contacted by the employee.

Employee Accounting

  • Reimburse eligible participants covered by this policy in approved tobacco cessation programs or aids offered outside TVA.

TVA Service Center

  • Answer employees' general questions related to the smoke-free zones and the tobacco cessation programs/options.
  • Provide Form 11572, Tobacco Cessation Reimbursement Form, to employees.
  • Provide Forms 11572 and 17236 to Retirees.
  • Answer retirees' and eligible dependents' questions concerning the tobacco cessation program.
  • Provide retirees and eligible dependents information to obtain reimbursement for participating in approved tobacco cessation program/options.

Facilities Management and Plant Managers

  • Designate appropriate outside areas of smoke-free zones.
