Green Power Providers 2015 Application Process

TVA and participating local power companies (LPCs) will offer 11.33 MW of Green Power Providers capacity in calendar year 2015. Green Power Providers, designed with residential and small commercial and industrial customers (applicants) in mind, is for projects up to 50 kW in size. During calendar year 2015, a random selection of capacity requests will be employed only in the event that the annual 11.33 MW capacity is oversubscribed during an open capacity reservation Request period.

TVA will begin accepting capacity requests via a new online application system during an open capacity reservation request period beginning at 8 a.m. CST on January 26 through February 13.

Here’s how the process will work:

  • There will be two pools of available capacity.
    • A residential capacity pool of 4 MW
    • Non-residential capacity pool of 7.33 MW
  • TVA will also accept an additional 30% capacity in each pool to be utilized as a waitlist.
  • A customer, i.e., an applicant, must first submit a request to reserve capacity by completing an online Capacity Reservation Request (“Request”) form. At the time the Request is received by the LPC, the LPC may require the applicant to pay any required application fee(s) or sign any local and applicable Green Power Providers policies or interconnection materials before approving the Request. NOTE: This Request does not guarantee a capacity reservation. Capacity is not reserved until a Participation Agreement Request has been reviewed and approved by the LPC and TVA.
  • There are three types of Requests:
    • New applications (new projects)
    • New construction
    • Capacity increases (for existing projects)
  • The LPC will review, and if approved, submit each Request to TVA during an open capacity reservation Request period from January 26, 2015, to February 13, 2015. On February 13, please note your LPC may require Requests to be submitted to the LPC by a certain time in order to allow the LPC time to review and submit to TVA within business hours.
  • TVA will track and log each Request submitted within each capacity pool. Each Request will be assigned a unique position number and returned to the LPC and applicant.
  • Between February 17 and 25, TVA will determine if each capacity pool is oversubscribed or undersubscribed.

Undersubscribed Capacity

On February 25, TVA will begin notifying LPCs and applicants of next steps in the application process which are as follows:

If a Request is for a new application (new project), the applicant will have 15 business days to submit a Participation Agreement Request (PAR) to the appropriate LPC for review and approval. At the time the PAR is received by the LPC, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or interconnection materials before approving the PAR.

If a Request is for a new construction project, the applicant will receive an email from TVA with a blank Attachment E to complete. The applicant will complete Attachment E and submit it to the appropriate LPC for review and approval. Once the LPC approves the Request, it will then be submitted to TVA for final approval. After TVA gives final approval, the approval, Attachment E and Letter of Intent will be sent to the applicant by the LPC. At the time the New Construction Request is received by the LPC, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or interconnection materials before approving the Request.

If a Request is a capacity increase of an existing project, the applicant will have 15 business days to submit a Capacity Modification Request (CMR) to the appropriate LPC for review and approval. At the time the CMR is received by the LPC, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or interconnection materials before approving the CMR.

Oversubscribed Capacity Resulting in a Random Selection Process

If one or both capacity pools are oversubscribed, TVA will employ a random selection process between February 17 and 25 for those Requests submitted during the open capacity reservation Request period.

Requests will be selected at random until the maximum capacity for each pool – plus up to 30% – has been reached.

Random Selection Results Posted Online February 25-27

Between February 25 and 27, LPCs and applicants will be notified by TVA via email of the results of their Request submitted. During this time, TVA will also publish the unique position numbers and corresponding capacity for randomly selected Requests and waitlisted Requests on the Green Power Providers website (www.tvagreenpowerproviders.com). The unique position numbers will be listed in the order selected. No personally identifiable information will be published on the website.

At this time, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or interconnection materials before approving the Request.

If a Request is for a new construction project, the applicant will receive an email from TVA with a blank Attachment E to complete. The applicant will complete Attachment E and submit it to the appropriate LPC for review and approval. Once the LPC approves the Request, it will then be submitted to TVA for final approval. At this time, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or interconnection materials before approving the Request.

If a Request is a capacity increase of an existing project, the applicant will have 15 business days to submit a Capacity Modification Request (CMR) to the appropriate LPC for review and approval. At this time, the LPC may require the applicant to pay any required application fee(s) or sign any applicable Green Power Providers policies or amended interconnection materials before approving the Request.

The LPC will then have 60 days to review, approve and sign an Interconnection Agreement with the applicant and approve and submit the applicant’s Request for a PAR, CMR, or new construction Request to TVA. TVA will then review each Request for eligibility and potential approval. If approved by TVA, the customer must have a system installed and fully operational within 180 calendar days from TVA’s execution date of the Request.

Waitlist Example

If the non-residential capacity becomes oversubscribed, TVA will randomly select 7.33 MW of capacity, plus an additional 2.2 MW of capacity to be used as a waitlist. If any of the projects randomly selected from the 7.33 MW pool prove to be ineligible, are cancelled, or are otherwise not completed, TVA will then consider the next Request on the waitlist. Each Request on the waitlist will be coordinated with the LPC to ensure the customer still wishes to participate. Waitlist Requests will be given three business days to respond. The waitlist will be limited to calendar year 2015. Requests on the waitlist that are not utilized will not be carried over into the next calendar year.

Items of Note

  • Before submitting a Request to the appropriate LPC, applicants must first read and understand the GPP Guidelines and the terms of the Participation Agreement.
  • Receiving a returned Request from an LPC with a unique position number does not guarantee project/capacity approval. Project/capacity approval is not given until a PAR, CMR or new construction Request has been signed by the LPC and TVA.
  • Applicants should not proceed with the investment and/or construction of the project until receiving the GPP Participation Agreement signed by TVA.
  • If the GPP Participation Agreement submitted does not qualify or match the project information previously submitted on the Request (e.g., different system address, customer type, system size), the project will be disqualified and the next Request on the waitlist will be reviewed and processed. 

Key Dates for Random Selection Process
