Weekly Progress Highlights
Each week, a status report is compiled to document the progress of the Kingston recovery effort. Highlights of those reports are presented below along with a link to the week's complete report in a PDF format. For faster viewing, a specific week can be chosen below:
Week Ending March 14, 2010
- Cumulatively, just over 2,807,400 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 176 unit trains, with a total of approximately 1,634,700 tons, have been loaded and transported to Alabama.
- No incidents occurred this week.
- Queen City Railroad completed installation of Track 3 and Norfolk Southern accepted it on March 11, 2010.
- At the request of the EPA, the Bureau of Reclamation has provided an individual to be onsite to review construction
activities on the dike. - TVA’s Ash Recovery Project General Manager presented EE/CA information to Kingston Lions Club, Harriman
Rotary, and Bearden Rotary. - Conducted March 9th Availability Session at Kingston Outreach Center from 5:30-7 p.m.

Week Ending March 7, 2010
- Cumulatively, just over 2,736,960 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 171 unit trains, with a total of approximately, 1,605,730 tons, have been loaded and transported to Alabama.
- A site wide safety stand down was conducted on Thursday, March 4th and Friday, March 5th. Contractor personnel reviewed work site conditions, Safe Plans of Action, and SORs.
- Lime stabilization of the ash in the east embayment began with the ash being taken to the west storage area. Rock from the upper portion of the embayment was removed and taken to a construction activity in the dredge cell.
- A contract was awarded to remove the failed skimmer wall debris. A coordination meeting between with the contractor was held.

- To date, 166 unit trains, with a total of approximately 1,535,750 tons, have been loaded and transported to Alabama.
- The TVA General Manager of the Project presented EE/CA information to Harriman Kiwanis Club and the EPA
representative presented to Harriman Lions Club.

Week Ending February 21, 2010
- Cumulatively, just over 2,656,000 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 160 unit trains, with a total of approximately 1,477,760 tons, have been loaded and transported to Alabama.
- The draft of the Sampling and Analysis Plan for the River system was sent to EPA/TDEC on Monday, February 15th.
- TVA General Manager of the project reported on the progress of the ash recovery project at the end of one year to the Tennessee joint legislative committee.
- TVA General Manager of the project presented EE/CA information to two Roane County Senior Citizen groups.
- Attended and presented site updates to the Roane County Long Term Recovery Committee (LTRC).

Week Ending February 14, 2010
- Cumulatively, just over 2,616,150 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 154 trains have been loaded and transported approximately 1,423,550 tons of ash.
- The northern river closed signs and booms were moved north of Emory River Mile Marker 4.5 in anticipation of dredging in this section of the river.
- Prepared and mailed letter to residents living on Emory River to publicize the extension of the Emory River closure until May 15th.
- Prepared EE/CA Fact Sheet for mailing to Roane County residents with information on how to comment on the different alternatives.
- Guest speaker presented EE/CA information to two Roane State Community College classes, Kingston Optimist Club, and the Roane Alliance Joint Industrial Economic and community Development Board.
- Met with Rockwood Mayor about approved Foundation funds for Rockwood.

- The draft Sampling and Analysis Plan (SAP) is being reviewed.
- Made final revisions on Community Involvement Plan Responsiveness Summary and sent to EPA; began revising CIP based on comments.
- Along with EPA and TDEC, met with the Roane County Community Advisory Group.
- Met with Rockwood officials regarding recently approved Roane County Economic Development Foundation
projects.

Week Ending January 31, 2010
- Cumulatively, just over 2,530,900 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 147 trains have been loaded and 146 have transported approximately 1,355,240 tons of ash.
- Along with EPA and TDEC, met with the Roane County Community Advisory Group about air sampling data.
- Held public meeting at Roane County High School.
- Participated in Roane County High School teleconference with four high school classes from across the state.
- Delivered information to CAG and Swan Pond Road residents regarding the KIF Plant unit being put into operation.
- Briefed TVA Senior Management on accelerated dredge plan to achieve completion of time-critical activities by May
1, 2010.

Week Ending January 24, 2010
- Cumulatively, just over 2,448,300 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 144 unit trains have been loaded and transported for a total of approximately 1,331,100 tons.
- Approval to reach a height of 30 feet in the ballfield was received from EPA.
- The EE/CA for the Embayment/Dredge Cell was posted for public review on Tuesday, January 19th. Requests for
extension of the 30-day public comment period were received, and TVA and EPA agreed to extend the public
comment period another 30 days (until March 20th, 2010). - The Responsiveness Summary for the EE/CA Work Plan was finalized and posted to the TVA website on Friday,
January 22nd, 2010. - TVA, EPA, and TDEC met with the Roane County CAG at its rescheduled monthly meeting.

- To date, 139 unit trains have been loaded and transported for a total of approximately 1,285,600 tons.
- An EPA Region 4 audit of TVA field sampling activities was conducted
- Embayment/Dredge Cell EE/CA was delivered to TVA, EPA and TDEC on Friday, January 15th, and put out for public review.
- Notified CAG and public officials of January 26, 2010 public meeting and the release of the EE/CA and placed ads in the Roane County News & Shopper for both.

Week Ending January 10, 2010
- Cumulatively, just over 2,323,600 cubic yards of ash have been removed from the river and east of Dike 2.
- To date, 134 unit trains have been loaded and 133 transported for a total of approximately 1,240,500 tons.
- Mayse Construction, the offsite utilities contractor, started mobilization activities for restoration of the utility lines.
- Notified public officials, Roane County CAG, and Swan Pond Road residents of third unit being turned on and of iron oxide residue discharge from south stack at KIF.
- EPA Region 4 will perform a field and data audit at the KIF site the week of January 11th. TVA sampling activities
will be observed and data packages will be reviewed.

Week Ending December 20, 2009
- Cumulatively, just over 2,179,000 cubic yards of ash have been removed from the river and east of Dike 2.
- We have loaded and transported 122 unit trains to date for a total of 1,125,600 tons.
- There were no recordable incidents for the week.
- Placed a river water automated sampler in the Emory River to help with sampling during high flow events.
- TVA reported out at the Roane County Long Term Recovery Committee meeting on December 16th.
- Report to Our Roane County Neighbors, December 2009 was distributed.
- Conducted site tours and interviews with local/state media outlets showing Site progress after one year.
- The updated site-wide Kingston Emergency Action Plan was issued.

Week Ending December 13, 2009
- Cumulatively, just over 2,126,500 cubic yards of ash have been removed from the river and east of Dike 2.
- Have loaded and transported 115 unit trains to date for a total of 1,051,700 tons.
- Heavy rains in the valley areas created high conditions and increased flows in the river system. Debris and
cenospheres have been identified in several areas with the majority of debris located on the far bank of the Emory
River. - Dike C buttress work began on Monday.
- EPA approved the work plans for the Filter Press and Genesis Installation; Piezometer Installation in Dredge Cell
Relic Area; Lateral Expansion Construction and Operation; and Rail Yard Modification Construction. - Availability Session was held on Tuesday, December 8th.
- The trackhoe was successfully and safely removed from the Emory River on Thursday, December 10th.

- Have loaded and transported 106 unit trains to date for a total of approximately 961,000 tons.
- As of Wednesday afternoon, lake levels dropped to 737.38 feet MSL. Crews began looking for ash along the
exposed river banks – no large amount amounts of ash have been identified. - Delivery of sand and rock for the dike reinforcement will begin the week of November 30th.
- Informed local residents of Kingston Fossil Plant boiler maintenance issues.

- Eighty-one unit trains have left the site; approximately 717,600 tons of ash has been disposed of offsite. Crews
began using polymer on train cars of ash to absorb water generated during transport. - A new 20” dredge was put into service replacing the existing one.
- A pre-bid meeting for the offsite utility repair contract was held on October 23rd.

Week Ending October 18, 2009
- One first aid incident occurred when a laborer scraped his arm while working on the new trailer complex.
- A Reportable Environmental Event (REE) occurred at the south dock when an estimated one quart of petroleum was released from the TVA 14” dredge during its transfer from the river to the ash pond.
- Total removal of time-critical ash from east of Dike 2 is approximately 1,505,000 cy.
- Total ash shipped to off-site disposal remained at 687,766 tons.
- Continuous rain throughout the week significantly impacted all recovery operations.
- River dredging operations resumed on Monday following suspension of operations on October 8th due to Free Water
Volume concerns in the ash pond.

Week Ending October 11, 2009
- There were no safety incidents for the week.
- Moved 33,000 cy of ash from east of Dike 2.
- Issued the RFP for the offsite utility restoration effort.
- Increased the effort in cleaning out the rim ditch/sluice trench/ash pond. Are evaluating options for removing fines from the system that are hard to handle.
- Removed about 51,000 cy of ash by dredging through October 7th.
- Suspended river dredging at 11:15 on October 8th due to ash deposition in the settling pond and the corresponding reduction in Free Water Volume in the pond. The NPDES permit has a requirement to maintain a water volume of 102 million in total in both the settling pond and the stilling pond.

- Current dredge positioning is requiring the bathymetric survey to be performed 3 to 5 days after excavation. This week’s dredged volumes will be reported next week. This will develop a one week lag to allow only surveyed numbers to be reported.
- Contingency plans have been put in place to support dredging.
- Transported 7 trains and 70,800 tons of ash offsite.
- Routine sampling results continue to meet all expectations.

- The wet weather slowed activities on the Storm Water Management system.
- 5-year flood on the Emory River released cenospheres that were entrained with upstream debris. Extra equipment and staff were brought on board to support downstream river cleanup.
- The high water damaged river equipment and limited river dredging quantities to 4,000 cubic yards.
- Another 12,000 cubic yards was removed from the Ash Pond.
- A land and rail transportation test was held under a variety of weather conditions. Much was learned about ash containment needs in the rail cars.
- The design of the rail spur began and is nearly complete.
- Community interviews began by interviewing elected officials this week.
