Sale of TVA Property
Pickwick Reservoir, Tennessee-Tombigbee Mile 448.2 (right bank), adjacent to Yellow Creek Port Industrial Park in Tishomingo County, Mississippi
Dennen Steel has requested to purchase approximately 13.6 acres of TVA property to build a 50,000 square foot manufacturing facility, office building, access roads, and associated water and power infrastructure. Construction of the improvements would necessitate the placement of fill material in a 1.04-acre non-jurisdictional wetland. The impacts to the wetland would be permanent.
Dennen Steel considered building the manufacturing facility at six different sites in Alabama and Mississippi, but none of the sites were suitable for reasons such as the lack of adequate utility infrastructure or barge terminal facilities. Furthermore, the applicant evaluated the feasibility of relocating the manufacturing facility elsewhere within the 13.6-acre property in order to avoid or minimize impacts to the wetland.
Dennen Steel determined that modifications to the proposed site plan could preclude the suitability of the site for the proposed construction and operation of the manufacturing facility. Therefore, construction of improvements at the proposed location is the most practicable alternative, and impacts to the wetland are unavoidable due to siting requirements of the proposed facility.
Based on the above considerations in accordance with EO 11990, Protection of Wetlands, TVA has determined that there is no practicable alternative to the proposed construction in the wetland. Because the wetland is of low quality and was created by the adjacent road/berm which impedes drainage, and because of the extent of similar types of wetlands in the region, TVA does not propose to require mitigation for the loss of this 1.04-acre wetland.
TVA is interested in receiving comments on the potential wetland impacts of the proposed action. The comments will be used in reaching a decision concerning the proposed action. If this request is approved by the TVA Board of Directors, the property will be sold at public auction.
