Mullins Mill Bridge crossing on SR 16. (U.S. Highway 41-A) near Shelbyville, Bedford County, Tennessee
The Tennessee Department of Transportation (TDOT) has requested that TVA provide a permanent easement for a right-of-way over approximately 3 acres of TVA-managed property. The right-of-way would accommodate expansion of roadway SR 16 (U.S. Highway 41-A) to four lanes near Shelbyville in Bedford County, Tennessee.
The project, including new bridge construction and stream crossings, would also require approval under Section 26a of the TVA Act. Section 26a requires that TVA approval be obtained before any construction activities can be carried out that affect navigation, flood control, or public lands along the shoreline of the TVA reservoirs or in the Tennessee River or its tributaries.
The property, located at the Mullins Mill Bridge crossing on SR 16, is a public stream access site. The expansion of the highway will not affect the portion of the property currently used for stream access.
TDOT and the Federal Highway Administration (FHA) have completed an Environmental Assessment for this project after holding public meetings and a public comment period in 2003 and 2005. A Finding of No Significant Impact (FONSI) was issued by TDOT and FHA on February 1, 2006. TVA and the Corps of Engineers were cooperating agencies in this review.
TVA is interested in your comments on this easement and 26a request and their affect on the environment. The Environmental Assessment for the entire project is already complete and the comment period is closed.
