Following the receipt of public input, TVA has evaluated a network of 21 alternative line segments and three switching station locations for improvements needed to improve electric reliability in McNairy County.  

The same considerations — environmental, land-use, engineering, and cultural — were used to assess each alternative. The reviews were based on available data, aerial photography, onsite reviews, public review and comment, and property owners’ input.

Based on these evaluations, TVA has identified alternative site number three as the preferred location for the new West Adamsville 161-kilovolt Switching Station and route segments 2, 5, 7, 10, 13, 14, 16 and 21 as the preferred route for the line to connect the switching station to the existing Selmer 161-kilovolt Substation (see map).

The preferred switching station location is adjacent to TVA’s Pickwick Hydro Plant-Henderson 161-kilovolt transmission line. The preferred transmission line route is about 15-miles long.

The line would be built on steel poles on a 100-foot right-of-way. About one half mile of the line would parallel an existing right of way near the Selmer Substation.

About 50 property tracts and property owners would be affected.

In keeping with TVA’s commitment to environmental stewardship, appropriate National Environmental Policy Act review will be conducted.

The project is scheduled to be completed April 2016.


TVA is considering improvements to the transmission system in the Selmer-Adamsville area. The proposed project includes a new switching station and transmission line.

The new transmission facilities are needed to improve the electric reliability of the area by providing an additional source of power to local substations.

TVA held an open house on July 19, 2012 to provide information, answer questions and accept comments about the proposed project.

The proposed project consists of a new switching station and 161 kilovolt transmission line.

  • The new West Adamsville switching station would be located east of the Pickwick Hydro Plant-South Jackson 161-kV Transmission Line.
  • A new 15-mile transmission line would connect the existing Selmer 161-kV Substation to the proposed West Adamsville Switching Station.
  • Two proposed 161-kilovolt lines would also tie into the new switching station – the Henderson-West Adamsville transmission line and the West Adamsville-Pickwick 161-kV transmission line.

TVA considered several alternative routes from a network of 21 alternative transmission line segments. The line would be built on steel pole structures centered on a 100-foot right-of-way. However, some of the alternative routes share right of way with existing lines.

Three alternative locations were considered for the switching station. It would be located east of the Pickwick Hydro Plant-South Jackson 161-kV Transmission Line near Hwy. 64.

The project is expected to be in service April 2016. Construction would begin spring 2015.

Public involvement

TVA's process for siting new transmission projects is designed to allow public input at all stages. TVA is committed to working with area stakeholders to address concerns during the course of the project. Comments received during the comment period will be used in reaching a decision on the proposed action.

TVA held an open house in July 2012 to discuss the proposed transmission line project. TVA representatives were available to provide information and answer questions. Large maps showing the alternative transmission line routes under consideration were also available.

Environmental reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplain and wetlands along with alternative routes are shown in the referenced map. The map illustrates how each alternative route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.
