Update – June 2014

TVA has evaluated several options for a new transmission line that will provide power to Caney Fork Electric Cooperative’s new Spencer 161-kilovolt Substation, which will in turn provide more reliable power and allow for new industry in the area.

The same considerations — environmental, engineering, and social — were used to assess each alternative. The reviews were based on available data, aerial photography, onsite reviews, public review and comment, and property owners' input. Based on these evaluations, TVA has identified alternative route segments 1, 2, 5, 7, 12, 15, 18, 20 and 21 as the preferred route (see map).

The Spencer Substation is located at the intersection of Drake Shockley Road and Industrial Parkway. TVA would provide power to the new substation via a 4.75-mile line from the Watts Bar – Great Falls 161-kV Transmission Line. The preferred location for tapping the existing TVA transmission line is alternative #1, located near the intersection of Lamont-Yates Mountain road and the Watts Bar – Great Falls 161-kV Transmission Line.

The line would consist of steel structures on a 100-foot-wide right of way. Construction is scheduled to begin spring 2016 with the transmission line in service June 1, 2016.

In keeping with TVA's environmental stewardship, appropriate National Environmental Policy Act review will be conducted.

Background – January 2014

TVA is considering improvements to the transmission system in the Spencer, Tennessee area.

New transmission facilities are needed to replace outdated equipment and provide for growing load in the area. Caney Fork EC plans to build a new substation. TVA would build a transmission line to provide power to the substation.

Public involvement

TVA is committed to working with area stakeholders to address concerns during the course of the project. Comments received during the comment period will be used in reaching a decision on the proposed action.

TVA held an open house on January 23, 2014 in Spencer, Tennessee to provide information, answer questions and receive comments about the project.

Environmental reviews

A National Environmental Policy Act review has been conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project. See the environmental document.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplain and wetlands along with alternative routes are shown in the referenced map. The map illustrates how each alternative route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.
