Update: 2018 Draft Supplemental Environmental Assessment

TVA is seeking comment on a Draft Supplemental Environmental Assessment for the Bull Run Fossil Plant. In accordance with the National Environmental Policy Act (NEPA), in July 2016 TVA issued a Final Programmatic Environmental Impact Statement (PEIS) and Record of Decision that considered alternatives and related environmental impacts associated with closure of ash impoundments containing CCR at fossil fuel plants across the Valley. In Part II of the PEIS, TVA considered closure of the Bull Run Fossil Plant (BRF) Sluice Channel and Fly Ash Impoundment which are part of the wet CCR disposal area. In October 2017, TVA released a Final Supplemental Environmental Assessment (SEA) and Finding of No Significant Impact (FONSI).  These documents studied the expansion of the original proposed impoundment closure area and repurposing of the Stilling Impoundment. The preferred closure method was closure in place.  A portion of the Fly Ash Impoundment was included as a Process Water Basin for wastewater treatment.  This document can be viewed below on this page below under “Related Documents”.

The current SEA that is open for public review includes temporary cover of a portion of the Fly Ash Impoundment and closure of the remaining portion by removal. The Stilling Pond also would be closed by removal. The portion of the Fly Ash Impoundment that would be closed by removal and the Stilling Pond would be repurposed for use as Process Water Basins. This plan would eliminate wet CRR storage and provide a facility (i.e., Process Water Basin) for storm water and wastewater treatment.

TVA has released a Final Environmental Assessment (SEA) and Finding of No Significant Impact (FONSI) for the Bull Run Fossil Plant. In accordance with the National Environmental Policy Act (NEPA), in July 2016 TVA issued a Final Programmatic Environmental Impact Statement (PEIS) and Record of Decision that considered alternatives and related environmental impacts associated with closure of ash impoundments containing CCR at fossil fuel plants across the Valley. Since preparation of the PEIS, TVA expanded the closure area at BRF and determined that there is a long-term need for wastewater treatment at BRF. To account for these changes, TVA prepared a Supplemental Environmental Assessment (SEA) to tier off of the July 2016 Ash Impoundment Closure PEIS. The new proposed action includes a plan to repurpose the Stilling Impoundment and possibly a portion of the Fly Ash Impoundment to be used as part of wastewater treatment at BRF.

TVA evaluated three primary alternatives in the SEA:

  • Alternative A – No Action
  • Alternative B – Fly Ash Impoundment Closure-in-Place and Repurposing of the Stilling Pond and a Portion of the Fly Ash Impoundment
  • Alternative C – Fly Ash Impoundment Closure-in-Place and Repurposing of the Stilling Pond.

A draft of the SEA was released for public review and a 10-day comment period on June 5, 2017. TVA has considered the substantive comments it received on the Draft SEA and has responded to them in Appendix A of the Final SEA. TVA concludes that implementing Alternative B or Alternative C would not be a major federal action significantly affecting the environment.
