Management of Coal Combustion Residuals from the Cumberland Fossil Plant

Stewart County, Tennessee

TVA is preparing an environmental impact statement (EIS) on the Management of Coal Combustion Residuals (CCR) at the Cumberland Fossil Plant (CUF). The plant is located in Stewart County, Tennessee.

A portion of this EIS will tier from TVA’s 2016 Programmatic Environmental Impact Statement (PEIS) that analyzed methods for closing CCR impoundments at TVA fossil plants and identified specific screening and evaluation factors to help frame its assessment of closures at any of its facilities. TVA will evaluate the closure alternatives for the existing Cumberland CCR Bottom Ash and Main Ash Ponds, analyze the impacts of the construction and operation of a Bottom Ash Dewatering Facility and the construction and operation of a new on-site dry CCR landfill to accommodate future CCR disposal.

This project supports TVA’s goal to eliminate all wet CCR storage across its system and will help meet state and federal requirements of the U.S. Environmental Protection Agency’s CCR Rule and other regulations.

Public Involvement

The Notice of Intent to prepare an EIS was published in the Federal Register on December 2, 2016. An open house to gather early community input was held on December 12, 2016 at the Freedom Point Events Center at Liberty Park in Clarksville, TN. Public comments on the scope of the EIS were collected from December 2, 2016 through January 6, 2017. The Draft EIS was published on November 17, 2017. Public comments on the Draft EIS were collected from November 17, 2017 through January 2, 2018. Comments received during the scoping period were reviewed by TVA and considered in the development of the Draft EIS. Comments received during the Draft EIS review period are being considered and will be incorporated into the Final EIS expected early 2018.
