Commercial Recreation Easement on Kentucky Reservoir – Humphreys County, Tennessee

TVA is considering a request to grant a 30-year commercial recreation easement over approximately 13 acres within the Tennessee National Wildlife Refuge to Cuba Landing Marina LLC (Cuba Landing).  TVA is also considering entering into a license agreement with Tennessee Wildlife Resources Agency (TWRA) to assume operation of the existing boat launching-ramp as a public access area.

Cuba Landing operates a commercial marina in the Blue Creek embayment, at Tennessee River mile 116 (right bank), on Kentucky Reservoir in Humphreys County, Tenn.  Cuba Landing is seeking the new land use agreement with TVA to continue its commercial recreation operations and for planned new facilities within the easement area.

The marina currently has a total of 260 wet boat slips, a fuel dock, a ships store and a boat-launching ramp.  If approved, the marina may expand services to include up to 25 RV campsites, dry boat storage and small rental cabins within the requested easement area.  Other public amenities such as a walking trail and picnic area are also proposed for consideration.  The boat-launching ramp and associated parking area would remain open to the general public and would be operated by TWRA.

TVA is interested in receiving comments regarding the action’s potential to affect the environment or historic properties, and to identify any other issues associated with this request.  Any comments received, including names and addresses, will become part of the administrative record and will be available for public inspection.  All written comments on this proposed action must be received on or before October 28, 2015.  Written comments may be mailed to the address below or emailed to
