TVA Guidance Documents

This website provides access to all of TVA’s guidance documents. The term “guidance document” is defined in Executive Order 13891, and is limited by a number of statutory and regulatory exemptions and exclusions. All of TVA’s guidance documents lack the force and effect of law, unless they are expressly authorized by statute or otherwise incorporated into a TVA contract. TVA may not cite, use, or rely on any guidance document that is not posted on this website in regulating members of the public.

If you would like to ask a question regarding, request the modification of, or request the withdrawal of a TVA guidance document, please submit a written request to plic@tva.gov. Please include your name, organizational affiliation, contact information, and the nature of your request in your initial email. A responsible TVA official will respond to your request within 90 days of receipt.

TVA shall be issuing proposed regulations pursuant to Executive Order 13891. Upon availability of those regulations for public comment, TVA shall include a link to those proposed regulations on this website.

All TVA guidance documents are intended only to provide clarity to the public regarding existing requirements under the law or agency policies. If any TVA guidance document, or any portion of a guidance document, is binding, either because binding guidance is authorized by law or incorporated into a TVA contract, then that specific TVA guidance document may be binding to the extent that its contents are authorized by law or incorporated into a TVA contract.

This guidance document generally covers how members of the public submit applications to TVA for the construction and operation of multi-slip boat docks on jointly owned parcels of land within waterfront subdivisions where designated property owners have access to the jointly owned parcel. It provides guidance on implementation of the waiver standards from TVA’s Shoreline Management Policy, to ensure consistent application of waiver provisions. TVA established this guidance document to clarify and interpret TVA’s regulations at 18 C.F.R. §1304.212.
