TVA has identified the preferred route for a transmission line that would provide for growing electrical load and increase power reliability in the Dayton area.

TVA evaluated each route using social, engineering, and environmental factors. Information sources included available data, aerial photography, limited onsite reviews, public review and comment, and property owner input. Based on public input and evaluation, the preferred route is expected to have the least overall project impacts of the alternatives.

TVA’s proposed 12-mile double-circuit line will begin at the Sequoyah-Watts Bar 161-kV Transmission Line and extend to the North Dayton 161-kV Station. TVA will also expand the North Dayton 161-kV Station which is located on Back Valley Road. The new transmission line will be built using double-circuit, steel pole structures centered on existing and new 100-foot-wide right of way. The existing right of way will be expanded from 75 to 100 feet wide with the exception of the location of the Tennessee River crossing which will be expanded to 187.5 feet wide.

The route selected is Route 3 which consists of Segments 1, 2, 4, 6 and 7 as presented at the open house in September 2018.

Surveys of the right of way are scheduled to begin in summer 2019.
Easement purchases are scheduled to begin between fall 2020 and winter 2021.
Construction is scheduled to begin between winter 2021-2022 and fall 2022.
The line is scheduled to be in service in fall 2022.

Background

VA is proposing to build about 12 miles of double-circuit transmission line using steel pole structures from the Sequoyah Nuclear Plant-Watts Bar Hydro Plant 161-kV Transmission Line (Sequoyah-Watts Bar 161-kV Transmission Line) to the North Dayton 161-kV Station.  TVA would also expand the North Dayton 161-kV Station.   

The new line would begin where TVA’s vacant Athens-Dayton right of way crosses the Sequoyah-Watts Bar 161-kV Transmission Line.  This point is about eight-tenths of a mile west of Decatur and approximately 1,000 feet south of the intersection of Highway 30 and Goodfield Road in Meigs County.  The new line would extend west crossing Chickamauga Lake for about eight miles on the existing Athens-Dayton right of way.  This existing right of way will be expanded from 75 to 100 feet wide.  The line would then head northwest for about 4 miles on a new 100-foot-wide right of way crossing Highway 30, Highway 27, the railroad and Nokian Tyres property and then ending at the North Dayton 161-kV Station in Rhea County.  The North Dayton 161-kV Station, located on Back Valley Road, will be expanded.

TVA is considering three alternative line routes consisting of seven alternative line segments.

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplains and wetlands are shown on the referenced map. The map illustrates how the route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.

The new line would begin where TVA’s vacant Athens-Dayton right of way crosses the Sequoyah-Watts Bar 161-kV Transmission Line.  This point is about eight-tenths of a mile west of Decatur and approximately 1,000 feet south of the intersection of Highway 30 and Goodfield Road in Meigs County.  The new line would extend west crossing Chickamauga Lake for about eight miles on the existing Athens-Dayton right of way.  This existing right of way will be expanded from 75 to 100 feet wide.  The line would then head northwest for about 4 miles on a new 100-foot-wide right of way crossing Highway 30, Highway 27, the railroad and Nokian Tyres property and then ending at the North Dayton 161-kV Station in Rhea County.  The North Dayton 161-kV Station, located on Back Valley Road, will be expanded.

TVA is considering three alternative line routes consisting of seven alternative line segments.
 
The project is expected to be in service in spring 2023.  Construction is scheduled to begin in winter 2021.  (Dates are subject to change -- unexpected issues may arise, resulting in the need to adjust the schedule.)

Environmental Reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplains and wetlands are shown on the referenced map. The map illustrates how the route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.

Update — May 2019

TVA has identified the preferred route for a transmission line that would provide for growing electrical load and increase power reliability in the Dayton area.

TVA evaluated each route using social, engineering, and environmental factors. Information sources included available data, aerial photography, limited onsite reviews, public review and comment, and property owner input. Based on public input and evaluation, the preferred route is expected to have the least overall project impacts of the alternatives.

TVA’s proposed 12-mile double-circuit line will begin at the Sequoyah-Watts Bar 161-kV Transmission Line and extend to the North Dayton 161-kV Station. TVA will also expand the North Dayton 161-kV Station which is located on Back Valley Road. The new transmission line will be built using double-circuit, steel pole structures centered on existing and new 100-foot-wide right of way. The existing right of way will be expanded from 75 to 100 feet wide with the exception of the location of the Tennessee River crossing which will be expanded to 187.5 feet wide.

The route selected is Route 3 which consists of Segments 1, 2, 4, 6 and 7 as presented at the open house in September 2018.

Surveys of the right of way are scheduled to begin in summer 2019.
Easement purchases are scheduled to begin between fall 2020 and winter 2021.
Construction is scheduled to begin between winter 2021-2022 and fall 2022.
The line is scheduled to be in service in fall 2022.

VA is proposing to build about 12 miles of double-circuit transmission line using steel pole structures from the Sequoyah Nuclear Plant-Watts Bar Hydro Plant 161-kV Transmission Line (Sequoyah-Watts Bar 161-kV Transmission Line) to the North Dayton 161-kV Station.  TVA would also expand the North Dayton 161-kV Station.
