109 North, Tennessee (Sumner County)

TVA is considering improvements to its transmission system that would provide power for growing load and increase power reliability in Sumner County in Tennessee. 

The Gallatin Department of Electricity (GDE) currently provides power to their northern service area from the Gallatin City, West Gallatin, and Gallatin Industrial Park Substations.  GDE has been experiencing electrical reliability and capacity issues in this area, and in extreme peak conditions the current system is overloaded.  Several residential and commercial developments are underway and/or coming soon including developments just outside the city limits to the north and west.  This growth has and will continue to contribute to the reliability and capacity issues.

To supply area demand for electricity, GDE will build the 109 North, TN 161-kilovolt Substation near the intersection of West Albert Gallatin Avenue and Highway 109 in Sumner County.  GDE would also build new distribution feeder lines to supply the electrical load.

TVA proposes to build from 3.2 to 6.3 miles of 161-kilovolt transmission line from our Gallatin Primary-North Gallatin 161-kilovolt Transmission Line to serve the new substation.  The new line would begin at TVA’s Gallatin Primary-North Gallatin 161-kilovolt Transmission Line and extend west/southwest to the new 109 North, TN Substation.

The line would be built using primarily single-pole, steel structures centered on new 100-foot-wide right of way.  The scheduled completion date for this project is winter 2025-2026.

TVA will hold an open house on Thursday, May 23, 2024, to provide information, answer questions and receive comments about the proposed transmission project.  For those unable to attend the open house May 23, 2024, TVA is providing a virtual open house from May 23 through June 24, 2024, online at tvavirtual.com/109north.

The project is expected to be in service in winter 2025-2026.  Construction is scheduled to begin in summer-fall 2025.  (Dates are subject to change. Unexpected issues may arise, resulting in the need to adjust the schedule.)

Public Involvement

An open house was held May 23, 2024, in Gallatin, Tennessee, to discuss the project. A 30-day comment period followed the open house during which property owners and members of the public were able to submit questions and comments online, in writing or by telephone.

Environmental Reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.

Efforts are made during the siting process to avoid or minimize impacts to floodplains and wetlands in accordance with Executive Orders 11988 and 11990. Floodplains and wetlands are shown on the referenced map. The map illustrates how the route avoids or impacts floodplains and wetlands. Because of project and topographic constraints and because of minimizing impacts to other social, environmental, and engineering resources, no practicable alternative may be available that would allow complete avoidance of impacts to floodplains and wetlands which may require mitigation for minimizing impacts. Also, best management practices would be utilized throughout the project to minimize adverse floodplain and wetland impacts. In compliance with Section 404 of the Clean Water Act, TVA will be coordinating wetland findings with U.S. Army Corps of Engineers.
