Sale, Easement or Lease Conveyance of the Knoxville Office Complex and the Summer Place Office and Garage Complex and Consolidation of the TVA Knoxville Offices
UPDATE – On March 30, 2019, TVA issued an amended Finding of No Significant Impact (FONSI) related to the proposed consolidation of Knoxville area employees. During negotiations with a potential tenant of the East Tower, TVA proposed to add an easement over the Fritts parking lot which would allow the tenant to construct a service elevator and walking bridge connected to the East Tower. TVA has performed additional analysis of potential effects related to these changes. The additional analysis is described in the reissued FONSI.
Tennessee Valley Authority (TVA) is proposing to consolidate most of its Knoxville area employees into one location in the West Tower of the Knoxville Office Complex (KOC) and either sell or convey easements/ leases for use of the Summer Place Office and Garage Complex (SPC) and KOC East Tower. These actions are proposed to meet the office space requirements and consolidate the operations of the TVA in a more efficient and economical manner.
TVA issued a draft Environmental Assessment (EA) for public comment on September 29, 2016 that analyzed the potential sale of the KOC and SPC and the relocation of the Knoxville Offices to a new building. The public comment period closed October 28, 2016. Since then, TVA has reviewed the comments received, reevaluated the feasibility and costs of each of the alternatives and decided to reconsider the reuse of KOC space and other options for SPC and the KOC East Tower. TVA performed additional environmental analysis to capture any additional impacts that may result from consideration of the new alternative, and has included this analysis in the Final EA.
On August 14, 2017, TVA issued a Finding of No Significant Impact for the proposed consolidation of Knoxville area employees into the West Tower of the KOC and the lease or easement of the East Tower of the KOC and the entire SPC.
