US 127/Tennessee State Route 28 at Cumberland Homesteads

The Tennessee Valley Authority requests comments on its draft environmental assessment (EA) of the Tennessee Department of Transportation’s (TDOT) proposed improvements to a 3.7-mile segment of US 127 / State Route (SR) 28 and a connecting 0.5-mile segment of SR 68 in Cumberland County, Tennessee.  Please submit comments by December 17, 2014.  See below for instruction on how to submit comments. 

TVA and TDOT also invite you to attend an open house on the draft EA, to be held on Tuesday, September 30 from 6 p.m. to 8 p.m. CDT at the Palace Theatre, 72 S. Main Street in Crossville, Tennessee.

TDOT proposes to widen US 127 / SR 28 from Hayes Street / Cleveland Street in Crossville to its intersection with SR 68 at Cumberland Homesteads.  This stretch of highway, presently a mix of 2-lane and 3-lane segments, would be widened to accommodate four travel lanes and a center turn lane.  The intersection of US 127 / SR 28 and SR 68 would be rebuilt with a traffic signal.  TDOT’s proposed actions require approval by TVA under Section 26a of the TVA Act, as well as by the U.S. Army Corps of Engineers under Section 404 of the Clean Water Act.  The Corps of Engineers is a cooperating agency in the preparation of the EA.

Following the release of the draft EA, TVA contracted with a historic preservation planner to review the anticipated effects of the proposed US 127 highway improvements on the Cumberland Homesteads Historic District in accordance with the National Historic Preservation Act Criteria of Adverse Effects (36 CFR 800.5).
