Bean Bowl Development Section 26a Approval

On September 10, 2024, TVA issued an environmental assessment (EA) and finding of no significant impact (FONSI) for its proposal to issue a permit pursuant to Section 26a of the TVA Act for shoreline construction activities as part of Bean Bowl LLC’s master-planned mixed-use commercial facility and residential community on Nickajack Reservoir in Chattanooga, Tennessee. Bean Bowl LLC’s development would include upwards of 700 residences, approximately 78,500 square feet of commercial space, community facilities, roads, utilities, community green spaces, a restaurant, a clubhouse, a pool, shoreline stabilization, pedestrian river access, and a commercial marina. TVA’s action includes the approval of a Section 26a permit that would allow Bean Bowl LLC to place fill within the 100- and 500-year floodplains and install approximately 1,150 linear feet of riprap and the commercial marina with floating dock in the reservoir along the shoreline.

The project area is located along the Tennessee River in Chattanooga and includes approximately 2,700 feet of frontage along the south bank of the Tennessee River and South Chickamauga Creek between Tennessee River miles 467.6 and 468.1 (left descending bank). TVA’s interest in this project arises from its obligations under Section 26a of the TVA Act and its commitment to support economic growth within the Tennessee River Valley region.

TVA has consulted with the U.S. Fish and Wildlife Service, the Tennessee Historic Commission, and federally recognized Tribes about the proposal. In addition, Bean Bowl LLC has coordinated with the City of Chattanooga, the Tennessee Department of Environment and Conservation, and the U.S. Army Corps of Engineers.
