Economic Development Grant Proposal for the I-40 Advantage Site

On June 9, 2025, the Tennessee Valley Authority (TVA) completed an environmental assessment (EA) and issued a Finding of No Significant Impact (FONSI) for a proposed economic development grant through TVA InvestPrep funds to the City of Brownsville, Tennessee to assist with the development of a portion of the I-40 Advantage Site in Haywood County, Tennessee. The area of TVA’s Proposed Action encompasses 110 acres of mostly open grassy land with some small, forested areas located adjacent to Windrow Road, in Brownsville. TVA funds would be matched with non-TVA funds and used for tree clearing, removal of felled trees and burning of stumps, grading for a dirt building pad, and rerouting of an existing gravel access road.
