Graceland Solar Draft Environment Assessment

Shelby County, Tennessee

Tennessee Valley Authority (TVA) requests comments on its draft Environmental Assessment (EA) for a proposed power purchase agreement (PPA) with a solar generating facility in Shelby County, Tennessee. Please submit comments by May 25, 2022.

TVA has tentatively approved an agreement to purchase the electricity and environmental attributes generated by the WR Graceland Solar Project in Shelby County, TN. The Project would be constructed by WR Graceland Solar, LLC, and is expected to generate up to 150 megawatts (MW) of alternating current (AC).

The proposed Project site is bound by Paul W. Barrett Parkway/State Route 385 (SR-385) to the north, Austin Peay Highway (SR-14) to the east, Raleigh Millington Road to the west, and the Loosahatchie River Drainage Canal to the south. The proposed facility would consist of multiple parallel rows of photovoltaic (PV) panels on single-axis tracking structures, along with direct current (DC) and AC inverters and transformers.

Customer demand for cleaner energy prompted TVA to release a 2020 Renewables Request for Proposal (RFP) for renewable energy resources. The WR Graceland Solar PPA that resulted from this RFP will help TVA meet immediate needs for additional renewable generating capacity in response to customer demands and fulfill the renewable energy goals established TVA’s 2019 IRP. The Proposed Action would provide cost-effective renewable energy consistent with the IRP and TVA goals.

TVA invites public comments on the Draft EA. Comments can be submitted online, by email, or postal mail to Elizabeth Smith at the address below. To ensure consideration, comments must be submitted or postmarked by May 25, 2022. TVA prefers comments be submitted electronically.
