Logan County Solar Project

TVA has approved an agreement to purchase the electricity and environmental attributes generated by the Logan County Solar Project in Logan County, KY. The Project would be constructed by Russellville Solar, LLC, and is expected to generate up to 173 megawatts (MW) of alternating current (AC).
The proposed Project site is two miles southwest of the city of Russellville, KY.
The proposed solar development would occupy approximately 1,088 acres of a 1,569-acre Project site.
The solar facility would consist of arrays of either crystalline silicon or thin-film PV panels attached to ground-mounted single-axis trackers, central inverters, transformers, a substation, and battery energy storage system (BESS), a switching station, operations, and maintenance building, access roads, and all associated cabling and safety equipment.
Customer demand for cleaner energy prompted TVA to release a 2020 Renewables Request for Proposal (RFP) for renewable energy resources. The Russellville Solar PPA that resulted from this RFP will help TVA meet immediate needs for additional renewable generating capacity in response to customer demands and fulfill the renewable energy goals established TVA’s 2019 IRP. The Proposed Action would provide cost-effective renewable energy consistent with the IRP and TVA goals.
Public Involvement
TVA held a 30-day public comment period on the Draft EA from April 4, 2022, through May 3, 2022.
TVA considered all comments received in the final EA and decision.
