The Tennessee Valley Authority (TVA) is inviting public comment on the draft Environmental Assessment (EA) associated with the proposed Optimist Solar and battery energy storage system (BESS) Project. The draft EA is available for comment until May 20, 2022.
TVA has entered into a Power Purchase Agreement (PPA) with MS Solar 7, LLC (MS Solar 7) to purchase electric power and renewable energy credits generated by the proposed Optimist Solar Project in Clay County, Mississippi. The long-term PPA would provide for TVA’s purchase of electric power generated by the solar photovoltaic facility for 20 years.
To fulfill the PPA, MS Solar 7 proposes to develop a solar facility on an approximate 2,952-acre property, located northeast of the city of West Point, Mississippi. The proposed facility would have an alternating current generating capacity of 200 megawatts (MW) of alternating current (AC) output with a 50 MW AC – 200-MW hour BESS. The Solar Facility would occupy approximately 1,540 acres of an approximate 2,952-acre property. The remaining acreage would support the interconnection to TVA’s existing West Point Substation adjacent to the Project Site or remain undeveloped.
Comments were collected from the public, state, local, and federal stakeholders from April 21, 2022 to May 20, 2022. All comments will be considered in preparation of the final EA which is expected in 2022. The final EA will be available on this webpage.
