Rose Hill Solar Project

The Tennessee Valley Authority (TVA) has published the draft Environmental Assessment (EA), which evaluated the potential environmental effects of constructing, operating, and maintaining the proposed 150-megawatt solar facility south of Okolona, MS. The solar facility would be constructed and operated by Rose Hill Solar LLC., a wholly-owned subsidiary of Orsted U.S. In addition to the No Action Alternative, TVA is evaluating the Action Alternative of purchasing power from the proposed Rose Hill Solar Project.

The proposed solar development would occupy approximately 850 acres of the 2,542-acre Project Study Area. The Project would also include a new 150-foot-long single-circuit 161-kV generation tie transmission line, which is described and evaluated in the EA.

Customer demand for cleaner energy prompted TVA to release a request for proposal (RFP) for new carbon-free energy, known as the 2022 Carbon-Free RFP. The Rose Hill Solar PPA resulting from this RFP will help TVA meet immediate needs for additional generating capacity in accordance with the energy goals established in TVA’s 2019 IRP. 

Public Involvement

January 2026 – TVA published the draft EA. The public comment period was open from January 14, 2026, through February 12, 2026.

TVA will consider all comments received on the draft EA and incorporate them into the final EA, scheduled for release in April of 2026.
