Spring Valley II Solar Project

TVA plans to prepare an environmental impact statement (EIS) to evaluate the potential environmental effects of constructing, operating, and maintenance of a proposed 178-megawatt solar facility. The project site is located south of the city limits of Tuscumbia, Alabama, near the City of Muscle Shoals and Florence, Alabama, along US Highway 43 along US Highway 43 Alternate between Courtland and Hillsboro, AL. The proposed Spring Valley II Solar Project would occupy approximately 943 acres of the 2,097-acre project study area, which is located entirely in Colbert County, Alabama. In addition to the No Action Alternative, TVA will evaluate the Action Alternative of purchasing power from the proposed Spring Valley II Solar Project.

On September 19, 2023, TVA issued a Notice of Intent (NOI) to prepare an EIS. TVA invited public comments concerning the scope of the EIS, alternatives being considered, and environmental issues that should be addressed as a part of this EIS. Comments could be submitted three ways: online, by email to [email protected], or by postal mail using the address below. The scoping period closed on October 19, 2023. The final scoping report can be found below.
