Trifecta Red Hills I Solar Project

The Tennessee Valley Authority (TVA) has published the final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), which evaluates the potential environmental effects of constructing, operating, and maintaining the proposed 67.5-megawatt solar facility southwest of Starkville, MS. The solar facility would be constructed and operated by Trifecta Red Hills I, LLC. In addition to the No Action Alternative, TVA has evaluated the Action Alternative of purchasing power from the proposed Trifecta Red Hills I Solar Project. 

The proposed solar development will occupy approximately 459 acres of the 889-acre Project Study Area. The Project will also include the upgrade of 10.5 miles of the Red Hills–Leake 161-kV transmission line, which is described and evaluated within the EA. 

Customer demand for cleaner energy prompted TVA to release a request for proposal (RFP) for new carbon-free energy, known as the 2022 Carbon-Free RFP. The Trifecta Solar PPA resulting from this RFP will help TVA meet immediate needs for additional generating capacity in accordance with the energy goals established in TVA’s 2019 IRP.  

Public Involvement

March 2026  – published the draft EA. The public comment period was open from March 17, 2026, through March 31, 2026.  

TVA considered all substantive comments received on the draft EA and incorporated those comments into the final EA, which was released on May 12, 2026.
