TVA is considering a request to grant a 40-year public and commercial recreation easement over 367 acres at Rock Island State Park, currently under a license agreement, on Great Falls Reservoir at the confluence of Caney Fork River and Collins River in Warren and White Counties, Tennessee. Tennessee Department of Environment and Conservation (TDEC) has requested that TVA grant a 40-year public and commercial recreation easement for the continued operation of the State Park. The requested easement would grant long-term land rights to the operator for the use of TVA property. As part of this proposal, TDEC is requesting to restore and operate the existing historical mill for commercial use, and that the Tennessee Department of Transportation relocate the existing State Highway away from the historical mill. Therefore, TDOT is requesting a permanent easement for the new highway right-of-way.
TVA has prepared a Draft Environmental Assessment (EA) to analyze impacts to the environment from the proposed project. TVA is interested in receiving comments regarding the action’s potential to affect the environment or historical properties, and to identify any other issues associated with this request. Any comments received, including names and addresses, will become part of the administrative record and will be available for public inspection.
