TVA Seeks Public Input on Proposed Aeroderivative CT Units at Allen CT Site

KNOXVILLE, Tenn. – The Tennessee Valley Authority has prepared a Draft Environmental Impact Statement (EIS) to address the potential environmental impacts associated with its proposal to construct six natural gas-fired aeroderivative combustion turbine (CT) units at TVA’s Allen CT Site in Memphis, Tennessee. TVA is seeking public comment on the document. More information is available at tva.com/allenct. The 45-day comment period begins on March 10, 2025, and ends on April 28, 2025.

The proposed construction and operation of these six aeroderivative CT units could result in approximately 200 megawatts of new power generation – enough to power up to 117,000 homes. Building the units at the existing CT facility would minimize new ground disturbances and utilize existing natural gas and transmission infrastructure. The proposal would provide new, dispatchable generation to support the continued system load growth experienced over the past few years and increase the flexibility and reliability of TVA’s power system by improving transmission stability in western Tennessee. These improvements would help TVA to expand and integrate renewable energy resources onto its transmission grid.

Aero CTs are highly efficient peaking units that can quickly achieve full generating capacity. They are also extremely flexible with synchronous condenser capabilities that could greatly improve grid resiliency. In addition, several of the units would have black start capabilities, which would improve system reliability by supporting system restoration in the event of a blackout. The Aero CT units would be equipped with state-of-the-art control systems to minimize air emissions.
