Kingston Environmental Assessment Report

On August 6, 2015, the Tennessee Department of Environment and Conservation (TDEC) issued Commissioner’s Order No. OGC15-0177 (TDEC Order) to Tennessee Valley Authority (TVA) to establish a process for investigating, assessing, and remediating unacceptable risks from the management of coal combustion residuals (CCR) at TVA coal-fired plants in the state of Tennessee.

In accordance with the TDEC Order, TVA prepared an Environmental Investigation Plan (EIP) for the Kingston Fossil Plant to obtain and provide the information requested by TDEC.  Between 2018 and 2021, TVA conducted the TDEC Order environmental investigations (EI) for the Kingston Fossil Plant CCR management units.

The results of the investigation are presented in the Environmental Assessment Report (EAR), available using the links below:

  • Environmental Assessment Report – the main narrative report with tables and exhibits
  • Appendices - Includes regulatory information, technical data (i.e., boring logs, well logs, cross sections), data and statistical analyses, technical evaluations, and sampling and analysis reports for each investigation. Technical evaluations and supporting information have been grouped into the investigation components described in the main report (e.g., background soils, CCR material, hydrogeology, seeps, surface stream water, sediment, and ecology)
